Snow Control Room
Explanation:
Assuming it does indeed stand for 'Poste de Contrôle' (or various other possible permutations)

Presumably some kind of central control room from which snow clearing (etc.) operations are organized.

It would probably help us to understand if you could tell us what this organization is / does?

snow control center staff (SCC staff)

Explanation:

Snow Control Center (SCC)
The Federal Aviation Authority (US) issued a document (http://www.faa.gov/documentLibrary/media/Advisory_Circular/1... stipulating that

The airport operator should set up a Snow Control Center (SCC) for snow and ice control activities. Depending on the size of the airport and its operations, the SCC may be in a special room or facility, or it might be a “snow desk” in a maintenance building, or it could be the command vehicle of the operations officer. The SCC performs the following main functions: (1) managing snow clearing operations; (2) serving as a prime source of field condition reporting, e.g., timely runway braking conditions, snow accumulations, etc.; (3) informing the airport traffic control tower (ATCT), air carriers, air taxis, and other parties of expected runway closures and openings; and (4) issuing timely NOTAMs [...]

UK spelling snow control centre (https://www.google.com.mx/?gfe_rd=cr&ei=d1xtV7KfL_HZ8gffgZHg...

As for job titles, since the source text doesn't specifically mention equipment drivers, so generic "staff" or "personnel" should be used because not everyone in the SCC operate vehicles:

The snow controller who is based in the control tower uses Heathrow’s ACD-M (Airport Collaborative Decision Making) portal to [...]

The [smart]watch allows the snow clearing vehicles to give the snow controller in the tower accurate and real-time situational awareness of the snow clearing operations [...]

Now, the use of restrictive clauses above after "snow controller" would suggest that all SCC staff are "snow controllers," not only personnel in the tower. If in doubt as to the writers' grasp of restictive and non-restrictive clauses, then use "staff":

Pittsburgh International Airport has about 11 seasonally hired snow removal staff to operate snow removal equipment.

Tony M made a good point in the notes below that the list is of services rather than job titles, so the answer should simply read

Snow Control Centre (SCC)

agree  Tony M: Yes, thouigh do note it's not really 'staff', since the source text is referring to 'services'

-> Hi Tony, quite right. The writer dropped " techniciens de..." into the list and that probably was what threw me into looking for job titles. Completely right though, the PC neige is about services. Thanks!
