Explanation:
This is a bit clunky, but I think that there is a need to reflect the fact that the CATs were replaced by ESATs in order to end the former's practice of providing rehabilitation that was not only directly work-related. A person's first year with an ESAT is devoted to assessment and so they do not have a contract of employment. Thereafter, if they are taken on for the longer term, they do have a contract of employment with the ESAT.

This is not, as far as I am aware, directly equivalent to any English-speaking country's system, so it should not be translated by substituting an non-equivalent, but handy, official term.
