Do you regard "revive", "reinvent", "revitalize" as synonymic in English ? No you don't. So why do you regard these verbs as synonymic in French ? That's how tragically and damagingly simple you make things. French is no a sub-language or patois of English and verbs like these do not tolerate to be lumped together in synonymic blocks (or "broad figurative ideas") in French more than they do in English. It seems the more "proof" or evidence you provide in support of your case the more conspicuous your wholesale approach and lack of basic consideration for the CONCEPTUAL richness of a language which is not yours.

You proposed one word, not many. And that particular one word "revive" does not have many French synonyms --- revitaliser and réinventer are separate concepts and neither of them are synonymic with "ranimer". Besides "revive democracy" (ranimer la démocratie) is a political concept, very much confined in the realm or scope of political processes (the voting process, election campaigns, party politics, name it) which are alien to the subject of urban development. The ST reads "réenchanter la démocratie", not "ranimer la démocratie", or "réinventer la democratie", etc. Your own personal view that many French verbs are synonymic within some "broad figurative idea" is typical of a hazy view of a foreign language if you allow me to say as much.

over many others (revitaliser, réinventer) all depends on the context but revive has the idea of a second breath and that is the figurative idea in French.
