Le Fond européen de développement (FED) est le mécanisme principal ACP-UE de soutien financier à la prévention des conflits. En 2002, la programmation régionale du 9e FED pour l\'Afrique a inscrit la prévention des conflits parmi les domaines de coopération. Les PIR sont les documents de programmation de la coopération ACP-UE à l\'échelon régional, dans lesquels la prévention des conflits figure systématiquement en tant que domaine de coopération « hors concentration de l\'aide ». À ce titre, la prévention des conflits bénéficie d\'un financement moins important que les programmes « de concentration » (à savoir projets d\'infrastructures régionales majeurs ou de soutien à l\'intégration économique régionale).

The European Development Fund (EDF) is the main EU-ACP funding mechanism for support to regional conflict prevention. In 2002, the regional programming of the 9th EDF in Africa identified conflict prevention as one of the areas of cooperation. RIPs are the programming documents for ACP-EU cooperation at the regional level in which conflict prevention is systematically integrated as a \'non-focal\' cooperation area. As a non-focal area, conflict prevention receives less funding than \'focal\' programmes (e.g., large-scale regional infrastructure projects or support to regional economic integration).

I\'ve also seen \"first priority\" for \"concentration\" and \"second priority\" for \"hors concentration\" in EU docs.

agree  Charlie Bavington: speaking as a relative layman, I find "2nd priority" easier to 'understand' than "focal" (which I think sounds as though it ought to be "core" not "focal", but who am I to argue with the EU :-) )
