I tried to research this phrase on the Net because it is in quotes and it seemed to me that they were making reference to an widely-used English term. I didn't get very far, though and have only found "humanitarian imprint" as a remote possibility.

Explanation:
A more literal reading might be "a solution marked with humanity" but that's a pretty awkward translation. I would opt for the more natural "humanitarian solution."

Well, indeed, Wendy is correct to point out with her comment that the "humanitarian solution" is "cheeky" insofar as it should be presented in quotations... as in the French... to express a sense of irony coming from the press. Though quotations question just how "humanitarian" the solution actually is.

I hate typos... and, so, will correct my own. (!) What I meant to say in my last Note is that "Those quotation marks call into question just how 'humanitarian' the proposed solution was, according to the press." My sense is that the press is not convinced...

As a try ! IMHO "humanitarian" simply equals "humanitaire", which is not exactly equivalent to "empreinte d'humanité".

This has been used before in terms of the Roma emigrant situaion.
There are many examples if to be found when searching ""humane solution" Roma" on the web.

agree  Maia Tabet: Humane solution seems fine to me. Solution empreinte d'humanite is just a more elegant (in French), if more circumlocutious, way of saying a humanitarian solution -- IMHO.

Unless you really want to rub it in that this is not in fact "humanitarian", merely "dubbed humanitarian", "so-called humanitarian" (dite humanitaire also occurs in your text), "rubber-stamped "humanitarian"" , etc.

neutral  Atelier de Mots: I think the punctuation conveys the nuance required . Using "so-called humantarian" sounds (to my ear) more cynical than intended and perhaps too opinionated for reportage.
