I'm not quite able to get the sense of this in the sentence below. The context is that they are talking about setting up women's cooperatives within a Disaster Risk Reduction project in Niger.

'Il s’agit, pour cette seconde phase, de réorganiser les femmes en une structure type Groupement d’Intérêt Economique (GIE) ou coopérative capable de relever le défi face surtout à l’influence des hommes.'

I have: Therefore phase 2 aims to reorganise the women according to an Economic Interest Group (EIG) structure or cooperative that is capable of taking up the challenge, above all in addressing the influence of men.

I feel it's lacking something though. They're obviously trying to encourage the women to resist influence from the men in their communities. Any ideas about what they're getting at precisely?

I think "surtout" is superfluous in the English version. You could also use the phrase "male dominance" instead of "pressure from the men".

* Depending on the larger context, perhaps "pressure" or even "power," but I would be especially careful here to stay as close as possible to the tone of the French. [ as if that's something new :-/ ]
