Explanation:
It could probably be many things, but I can't see it involving "capitalization" directly on seeds, but rather a workshop aimed at drawing on people's experience with seeds (semence paysanne etc?) to highlight good practice, etc.

Nor need it involve a capacity increase (production increase?). It might be on best harvesting methods, best storage methods, marketing and sales, best planting methods, etc., who knows?
