I cannot quote from my original document, but I have provided a couple of examples from the Internet of the use of this term in similar contexts. I'm not sure of the best translation of 'texte de création'.

Le ***texte de création*** de l'Agence de développement dans la dernière ligne droite

Le projet de loi relative à la création de l’Agence pour le développement agricole (Ada) est dans la dernière ligne droite. Après son adoption, à la fin de décembre dernier, en plénière par la première Chambre du Parlement, le texte est actuellement en discussion chez les conseillers. Une fois instituée, l’agence sera inévitablement l’instrument de référence pour l’application du «Plan Maroc vert». I think that's the term used for governmental or non governmental agencies or authorities, as well as for charitable organizations. See the ref. below
For non-profit organizations, "Articles of association" is used; as regards companies, the text or document stating the establishment of a LLC is entitled "Articles of organization" and for an incorporated company it's called "Articles of incorporation".
