French term or phrase: contrôle de l'application du droit
This term is very important in my document, so I want to be sure I'm getting it exactly right. I am hesitating between the notions of "enforcement" and "compliance review," which are obviously quite different.

The document is a consideration of whether the rules for class actions should be standardized across the EU and, in this section, whether there should be public control of private class-action mechanisms.

Here's what I mean:

> Le recours collectif par la sphère privée (ci-après « recours collectif privé ») devrait-il être indépendant du contrôle public de l’application du droit, ou bien constituer un mécanisme complémentaire ou subsidiaire ?

and

> On peut s’interroger sur le sens à donner aux termes « contrôle public de l’application du droit » et notamment sur ce que recouvre exactement en l’espèce la notion de « contrôle ».

agree  rkillings: "Oversight" is another good word. Enforcement is what follows if 'application' is seen not to be as it should.

Though it's not part of the French phrase in the title... The distinction between "action publique" and "action privée" may perhaps be somewhat akin to the difference (in the USA) between criminal and civil law....
