The word "instruction" also occurs here in contexts like this:
"Le secrétariat de gestion comprend l’instruction administrative et financière des projets, le suivi et le reporting administratif et financier des projets en conformité avec les obligations communautaires et les candidatures"

... where I presume it is used in the sense of "review". So would the term be some kind of matrix for the pre-selection review of project applications? Review grid? Assessment grid? Is there a standard term?

Explanation:
Although I agree with Phil's suggestion above, I wonder if you might get away with simply using "guidelines" here.

The "grille" issue comes up a lot in FR documents and "grid" often strikes me as a bit awkward in EN (unless referring to energy or something similar). I sometimes try to get around it by taking an alternative route (depending on context: framework, guidelines, etc.) or using "chart/table" if an actual "grille" is included in the document.
