Le Comité de Pilotage **n’assume pas son rôle de supervision du fonctionnement** de la plateforme et du travail du coordonnateur régional.

I very rarely have to translate from French into English but I could not refuse this time. Just wondering how best to express this. This is in a letter from an "umbrella organisation" to its member organisations in Africa. It should be understood as a finding more than as a reproach, or at least be expressed in a pretty diplomatic way so as to say what it says but without offending the readers (humm, hopefully you see what I intend to say..)

This seems to me to sound just like a statement of fact, with no judgement attached. Maybe (depending on whether you have any other clues in the document) you could say "hasn't fully taken on" or even "hasn't yet fully taken on".

Asker: thank you- There is some judgmental aspect to it though, as appears clearer further in the letter addressed to the members, when it mentions the the "quasi léthargie" of the African component of the network.
