(Sorry no accents, but they are as in 'eleve' meaning 'pupil'). But here it is referring to countries who are under the power of the International Monetary Fund, which is threatening sanctions 'sur ses eleves'. Could the word have a meaning like 'adherents' or 'candidates' or 'subjects'?

Explanation:
The word would not normally have a meaning like 'adherents' or 'candidates' or 'subjects'. However, one of its accepted meanings of "disciple" could work here, i.e. referring to people/countries who believe in the merits of the IMF.

And USED ADJECTIVALLY, it DOES have the meaning of "candidate" or "trainee": élève caporal, élève officier, élève professeur. I don't think it has that meaning used in isolation, however.

Then there's the horticultural sense (something like "sapling", a plant which has a "tuteur", a stake to protect it and up which it can grow) which just might work here: <<élève = Plante ou arbre dont on dirige la croissance>>. There's definitely a possibility for a "horticultural" "élève/tuteur" link in respect of the IMF, but I'm not aware of a horticultural word that would work.

Despite being French, "protégé" (defined by Webster's as "a person guided and helped, esp. in the furtherance of his or her career, by another, more influential person") would be understood in English, and that I imagine is what is meant.
