Research, Development and Implementation Explanation: Here it's not 'pilote' as in 'steering', it's 'doing things first', like R&D does. "la conception, [à] la réalisation [et à la mise en place] d’outils" is what would an R&D division do. They're usually transversal, indeed. Then we need to add that 'mise en place'. The same meaning exists in EN, like in 'pilot plant'...
