None of the glossary entries seem to fit,
except possibly "steering", but I'm not sure if that works here ....

Here it's not 'pilote' as in 'steering', it's 'doing things first', like R&D does.

"la conception, [à] la réalisation [et à la mise en place] d’outils" is what would an R&D division do. They're usually transversal, indeed.

Then we need to add that 'mise en place'.
Why not "R&D + Implementation"

Or just keep 'Pilot', I think that's actually the best. The same meaning exists in EN, like in 'pilot plant'... Plus the text explains what they do, so it's clear.

neutral  Transitwrite: a long-winded name for a department, bearing in mind that they were very concise in the original text, probably for a good reason. Pilot is better, but what about Control (Department)?

  -> The name of the other division is 'Caractérisation, analyse et modélisation' so they obviously don't fear long and clear names. It's not about control: it's about R&D.
