these terms are very specific - it's about whistle-blowers - no more context needed

"le recueil" = the action of "collecting", only here the initiate is coming from those giving, not those taking, so it's in fact more "notifying" (or "receiving" from the viewpoint of the company/institution)

I. - Le signalement d'une alerte est porté à la connaissance du supérieur hiérarchique, direct ou indirect, de l'employeur ou d'un référent désigné par celui-ci.
En l'absence de diligences de la personne destinataire de l'alerte mentionnée au premier alinéa du présent I à vérifier, dans un délai raisonnable, la recevabilité du signalement, celui-ci est adressé à l'autorité judiciaire, à l'autorité administrative ou aux ordres professionnels.
En dernier ressort, à défaut de traitement par l'un des organismes mentionnés au deuxième alinéa du présent I dans un délai de trois mois, le signalement peut être rendu public.
I
I. - En cas de danger grave et imminent ou en présence d'un risque de dommages irréversibles, le signalement peut être porté directement à la connaissance des organismes mentionnés au deuxième alinéa du I. Il peut être rendu public.
III. - Des procédures appropriées de recueil des signalements émis par les membres de leur personnel ou par des collaborateurs extérieurs et occasionnels sont établies par les personnes morales de droit public ou de droit privé d'au moins cinquante salariés, les administrations de l'Etat, les communes de plus de 10 000 habitants ainsi que les établissements publics de coopération intercommunale à fiscalité propre dont elles sont membres, les départements et les régions, dans des conditions fixées par décret en Conseil d'Etat.
IV. - Toute personne peut adresser son signalement au Défenseur des droits afin d'être orientée vers l'organisme approprié de recueil de l'alerte.

II. - Les personnes mentionnées au I mettent en œuvre les mesures et procédures suivantes :
1° Un code de conduite définissant et illustrant les différents types de comportements à proscrire comme étant susceptibles de caractériser des faits de corruption ou de trafic d'influence. Ce code de conduite est intégré au règlement intérieur de l'entreprise et fait l'objet, à ce titre, de la procédure de consultation des représentants du personnel prévue à l'article L. 1321-4 du code du travail ;

There is a not so subtle difference between "collecting" and "receiving /being notified".

In both cases something (here whistleblower's "alerts/reports") is passed from A to B.

But there is an important difference in who is taking the initiative.

The taxman is collecting taxes - actively asking for them.

The police is NOT "collecting" reports of crimes - police is waiting for complainants to make a report.

It seems pretty obvious that whatever a literal translation would suggest, no one in the company's management will be going around asking for "whistleblowers' reports" to be handed in.

When A and B are both moving in the same direction, it still makes a big difference whether A is pushing B or B is pulling A.
