(not) divided into (separate) work packages
Explanation:
One of the terms we use for 'lot' is 'work package', and I think that is the one that works best in the context here; adding 'separate' may make it read slightly better in EN.

agree  AllegroTrans: Yes, definitely the right idea; not sure if there is another industry term

(un-) lotted

Explanation:
allotissement: lotting vs. batching and - though ignored by most ProZ readers - is also used in the UK conveyancing of housing estates, namely division or severance into separate lots or plots of land. (No weblinks postable for some Gremlin-related reason).

Example sentence(s):
  • A severable contract contains several separate agreements, such as for different pieces of equipment, shipments, or sales, that are formed between the same parties.

neutral  Tony M: The meaning of 'allotted' (≈ 'allocated') in EN tends to be more related to the fields you suggest, but less so to this kind of works etc. contract; in fact, I believe your 'severable' would be more appropriate in this particular context.

-> Yes, but no in law & export. My quandary was choosing between an (un-)severed and (non-)severable contract. So I went for a controversial answer https://s3.amazonaws.com/unoda-web/wp-content/uploads/2019/0...

neutral  AllegroTrans: too controversial....

not allotted

Explanation:
I would also maintain the French root ‘aloter’ as allotting is still common in estate affairs.

allotted
al·lot (ə-lŏt′)
tr.v. al·lot·ted, al·lot·ting, al·lots
1. To parcel out; distribute or apportion: allotting land to homesteaders; allot blame.
2. To assign as a portion; allocate: allotted 20 minutes to each speaker.
[Middle English alotten, from Old French aloter : a-, to (from Latin ad-; see ad-) + lot, portion (of Germanic origin).]

allotment, noun
1 British A plot of land rented by an individual for growing vegetables or flowers.
1.1 US historical A piece of land made over by the government to a North American Indian.

The Dawes Act of 1887 (also known as the General Allotment Act or the Dawes Severalty Act of 1887; named after Senator Henry L. Dawes of Massachusetts)[1][2] authorized the President of the United States to subdivide Native American tribal landholdings into allotments for Native American heads of families and individuals, transferring traditional systems of land tenure into government-imposed systems of private property by forcing Native Americans to "assume a capitalist and proprietary relationship with property" that did not previously exist.[3] The act also opened up remaining Native land for appropriation by white settlers.[4] Before private property could be dispensed, the government now had to determine "which Indians were eligible" for allotments, which propelled an "official search for a federal definition of Indian-ness."

We could phrase as following:

The awarding procedure adopted by X is the adaptable one-step procedure (for application + offer).
Allotment: This contract is not allotted.

neutral  AllegroTrans: Wrong term in the context// because "allotted" on its own does not convey the meaning in English, whereas in French it's an industry term. Also your refs are about land not parts/packages/sections of a public contract
