Anyone know precisely what they mean by a formation here? I've looked into various dictionaries and found nothing appropriate. It seems likely that it might just mean "some judges from their panel of judges"... but then again it might have a more specific meaning.

Also to be noted that they are talking about lodging an appeal to ... not the court, but to this formation of the court.

  -> Thanks and merci, AT! My point, again, is that this prelude is 'gemane to the composition' of the bench panel - that can be challenged (esp. if there is a male judge!) as a matter separate from the territorial or subject-matter jurisdiction of the court.

disagree  AllegroTrans: nothing to do with training or preparation; get used to the fact that ordinary dictionaries don't (usually) deal with terms like this; you would not appeal to a "trial in training"- this makes zero sense and anyway French appeal courts don't have juries

disagree  Daryo: "it MAY mean" is not a method - doing some research (a bit more than just looking in a dictionary ...) to find out what "it DOES mean" in the given context is a method (a pretty good one usually).
