This is in a document serving notice of a decision by a court of appeal. I can't work out exactly what this means here. Should it simply be "des présentes" without the accent on the "dès"?

I need some input here!

A ruling is served, in this case presumably by post by registered letter with acknowledgement of receipt, in time-worn fashion.
In UK, this act should be carried out by bailiff making physical contact with the document being served with the person/representative of company being served with document in question.
