I'm translating a legal text, a rapporteur's conclusions on an appeal relating to business taxes and cannot make sense of this expression. Providing the whole sentence for context:

Bref, si la cour a fondé la solution qu’elle a retenue sur un motif surabondant mais fondé, il nous semble que l’orthodoxie impose de casser commande de casser, même si la cassation ne devrait pas changer, en définitive, la solution.

The "casser commande de casser" - is this something about stopping the proceedings?

Explanation:
Casser means to quash a judgment.
I think the writer started off by putting "impose de casser", changed it to "commande de casser", and forgot to delete the first version. Or it could have been the other way round.
So something like "demands that the judgment be quashed".
