"En clientele" is an unusual expression for me, but that's a regulatory statute, so maybe that's why it's like that.

The bit about non-metallic materials probably indicates that one of the dangers in using this kind of equipment at home is the risk of a spark - possibly produced by mishandling a fairly heavy tank, and having a metal valve hit something metallic.

The only thing the following shows - I think - is that there is this company that sells or leases portable respiration equipment for medical use, and they are very client-friendly for obvious reasons. There are references to training courses in the use of the equipment, so it looks as if they are trying to develop the market.

So this would be certification for a new residual pressure valve used in HBOT chamber ciruits.

The issue seems to be valves for a 200 bar system more than anything else. This could be as Sue mentioned the general delivery system in a hospital or clinic, as well as that delivering oxygen to chambers. So how about "HBOT for clients’ application"?
