I'm not sure what "résidences de lignes" could mean in this sentence.

Le nombre de casernes a été établi par hypothèse suivant les résidences de lignes en 1915 , avec un régiment par commune, à l’exception des chefs-lieux des régions militaires (2 régiments).

The number of barracks was established by hypothesis according to the residences of lines in 1915 , with one regiment per commune, with the exception of the capitals of military regions (2 regiments).
