I am translating a document for a client that specialises in the production of military equipment and technology but I'm having trouble with this phrase. Any ideas would be much appreciated!

Context:

Cyber : la menace cyber est devenue prégnante ; son traitement au niveau tactique reste très en-deçà des besoins exprimés. Les solutions à proposer devront non seulement assurer aux utilisateurs de nos SIC’s une pleine disponibilité d’emploi de leurs propres systèmes, quel que soit l’environnement cyber et électromagnétique, mais aussi de manière plus particulière apporter des capacités de lutte informatique « active » désormais recherchées par nos clients.

neutral  Carol Gullidge: I used to be a systems analyst and part of the job was implementing systems I’d designed and written. But this wasn’t the same as keeping it going and permanently available for the client.
