Asker: This makes perfect sense. I misread the phrase! And polyglot--in the context of the document, I believe that the training was, in fact, held. Thank you both for helping me to clear up the confusion!

neutral  polyglot45: absolutely - the "e" on the end of bouclée gives it away - it can only agree with"formation". My hesitation concerns the translation "completed" - it may just mean that all the issues relating to training have been resolved...
