Later there is a section called

plans de délimitation des destinations et calculs des surfaces de planchers en date du 7 septembre 2018 ;

"Emprise" in a 2-dimensional context really just means the "area" or "site" of a property. But here the emprise is specifically "volumetric". I'm tempted therefore to say "Declaration of volumetric volume". But that sounds silly. Anything which sounds sensible?

English translation:(area of) footprint/ floor area
Explanation:
I have often see French to use "volume" for "area" in relation to land
I don't know whether this is correct in surveying terms or just plainly erroneous
Therefore low confidence

space volume envelope

Explanation:
Try further research around this; the term 'envelope' is often used when talking about 'encombrement'.

I can see little in the information given, however, to actually confirm that this is indeed 'volume' — the only details given still seem to point to 2D.

Notes to answerer
Asker: Thanks. Like the expression. And you've hit the nail on the head somewhat with this promesse: everything is called "volumétrique", but for example they talk about an "assiette volumétrique" which is in fact measured in m2. Nevertheless, these are multi-storey Paris suburban buildings which are part-residential, with car parking basements, etc., so divisions volumétriques and multiple "intended uses" do apply.

-> No, 'cos it's an 'envelope', which may have dimensions given in 3D, but is not per se a volume
