French term or phrase: rapport périodique de conjoncture et de prospective
This is the statuts of a high-level institution which does things like organise scentific research, etc.

It has a conseil scientifique:

"Le conseil scientifique est l'instance de réflexion et de proposition de l'institut en matière de politique scientifique .
Il étudie la situation et les perspectives de développement dans le domaine de la recherche de sa compétence.

Il contribue à l'élaboration de la politique scientifique, notamment en établissant un rapport périodique de conjoncture et de prospective."

To my ears conjoncture means "stuff going on now" and prospective means "stuff which might happen in future". I'm just trying to think of an English expression which rolls off the tongue.

Unfortunately my mind has gone blank. Too much absinthe is taking its toll.

Since I read the information in such a way I understood "rapport" to be "a connection" rather than a report. I understand that future prospects don't normally be reported as they have not yet taken place. I also understand that a report gets created while a connection can be established, which is why I accepted "connection" to be the meaning of "rapport" instead of "report", as in the example:
"Il contribue à l'élaboration de la politique scientifique, notamment en établissant un rapport périodique de conjoncture et de prospective."
"He contributes to the elaboration of scientific power (prowess or authority), notably while establishing a periodic connection (or report?) in the present situation and with economic forecasting.

  -> "... periodic connections in the present situation" is an unclear phrase. Instead of "connections" or "reports" as a translation of "rapport" perhaps either "broadcasting" or "commentaries" could be acceptable.
