Ce qu'on appelle "contenu de la citoyenneté" semble varier avec le contexte d'utilisation/de discussion du terme. Par exemple:

Dans ce sens, j'aurais tendance à voir "contenu" dans son sens générique, ce qui mène effectivement à "content", comme semblent le confirmer ces sources:

However, some places have undertaken to ensure that potential immigrants will be well-apprised of cultural specificities in the host country that they will have to be able to accept, or at least deal with.

On a less combative note: If your overall interpretation is correct in accordance with the reference provided, I agree that that would be a good way to say it. Perhaps propose as an answer?

It is talking about something like a points system where prospective immigrants are evaluated according to various criteria? Or more like something somewhat abstract about what citizenship means, what immigrants may contribute to it, or what it means to prospective newcomers?

If the text does not have some consistent presentation making the answers to one or more of the above clear, I think you'd have to consult with the client to be more certain of the intended meaning.

Hard to tell without context but this page (http://www.vie-publique.fr/decouverte-institutions/citoyen/a... appears to define contenu de la citoyenneté (européenne) as the rights enjoyed by EU nationals. Incidentally, their obligations are hardly mentioned. Contenu de la citoyenneté = the rights enjoyed by the citizens of a country?/Edit: Overlooked the field of your question, so please ignore my comment which refers to constitutional rights, etc. I'll leave it just for information.

You're only breaching confidentiality if you mention the names of people or companies. At the moment, we don't know what this is about or what "Ceci" refers to.
