This is part of an independent campground's plan to increase profitability:

I've found a few references online to "location linéaire," which seem to be just for comités d'entreprise but I'm not quite sure 1) exactly how it works, 2) whether this is indeed what is referred to my text, and 3) what this would be in English. Any help would be greatly appreciated.
Explanation: Out of my depth here, but if you search the Web along these lines you will find hits related to your situation. However, if this answer somehow works for you, most likely you'll have to modify it with something like "collective" or "combined" or perhaps even "pooled" to convey the notion that these can be places purchased on behalf of others.

Thank you, everyone for this discussion, which was very enlightening! I have since discussed this term with the client and received the next part of the translation, which includes this sentence: Linéaires hors TO : contrats de location à l’année auprès de CE et de particuliers (0,25m€). The tour operator "linéaires" seem to correspond to "allotments" as suggested by @Daryo, but these "linéaires" are just yearly rentals. So for the sake of simplicity and transparency ("allotment" is quite rare as a term), I think I'll go with this translation.
what they sell as "linéaires" are "wholesale" bookings - otherwise they wouldn't be talking of "reprise en direct" i.e. taking these capacities back to sell them directly to guests.
The fact that the "wholesale buyer" in this text is not a typical tour operator but a kind of "group buyer" acting of behalf of the company's employees doesn't change the fact that it's an "allotment" i.e. a large booking is with an intermediary, not with the guests. Whether the workers get they holidays for free (not very likely) or pay the reduced "group prices" or any other prices makes no difference regarding the nature of the contract with the campsite. From the viewpoint of the campsite is still an "allotment".
@Tatyana Does the term allotement also appear in your text? There does appear to be a distinction.

A couple of people have made valuable contributions here to explaining how "linéaire" can mean "block booking" or "allotment" (I had no idea before they helped out)
But I don't thing we have a good translation yet;

So that would give something like

Here's my attempt at the translation:

I don't know any more about it but I may suggest the following: "Enlargement of the commercial offer, re-structuring (strengthening?) (thickening?) in mobile homes and accommodation, direct linear restructuring , with the aim of maximizing the 'RevPar' of each site".

THAT is the key point:"pendant une période déterminée" - usually a much loguer period (8, 10, 12 WEEKS) when compared to individual direct bookings of in average few DAYS.
And this is in principle targeted at absolutley anyone who could be interested - for example, you could have an organiser of walking tours booking "un linéaire" in a camping site for the whole summer.

It seems to me that works councils purchase block bookings and employees are able to choose among the block bookings when they want to go. I must admit, I've never come across this concept before.
I think fish-custard and Phil are onto something here. Since they are targetted toward work councils, I think that would make it a corporate block booking. They are trying to increase sales by targeting corporates (who would have the collective buying power to purchase blocks of reservations). Targetting corporates is a common idea.

I agree that linéaire probably means just renting the space for someone to pitch their tent/vehicle. Linéaire (the noun) seems to be used quite a lot in retail to mean shelf space, so I guess this is the campsite equivalent? It makes sense in the context

Explanation: I've founcd a source giving the definition of a "linéaire" referred to a camping: it's for the "Comités d'entreprise" (as you noted) being able to make bookings and to block them for a certain period (usually several weeks). In this way the enterprise gets a lower price for the bookings, and its employees can choose the period of their stay any time during the blocked period. Which means better price and more flexibility.
