According to the abovementioned book, it seems we may be talking about
referral associations. They are very similar to franchises, but individual hotel owners can maintain their own individuality. Best Western International is an example of such a referral association.
On the other hand, the link

cooperative corporation ("
structure centrale") works, then it could be a co-op instead. (However, I can't be sure of this without more context.)
