neutral  polyglot45: to the best of my knowledge, an operator licence is for a railway company wishing to work trains on the national network and NOT for a manufacturer wishing to work a new model of train

  -> Thanks for your feedback

neutral  Tony M: Agree with P/G — this is about clearing rolling stock to be used.

  -> Thanks for your feedback

disagree  Daryo: no - that will allow a business to operate a railway line - this "Autorisation de circuler" is meant to prove that the rolling stock can be let loose on the public - allowed to "circulate" on railway lines. It's like "homologation d'un modèle de voiture"

  -> Thanks for your feedback - you made me laugh with '...let loose on the public...' like a runaway train!

neutral  polyglot45: not necessarily "interoperability authorisation because that is for trains to be worked across borders and here nothing suggests it is for other than domestic traffic
28 mins
  -> The article I've linked to suggests that "authorisation to place..." and "interoperability authorisation" are interchangeable (see first bullet point), but I'm not an expert

agree  Daryo: the "interoperability" is not necessarily "interoperability" with railway equipment abroad - this stuff must ***first*** show "interoperability" with the rest of the domestic railway network.
1 hr
  -> Thanks Daryo // That's what I thought too, and the referenced document doesn't mention crossing borders when talking about interoperability - thx

agree  philgoddard: Not interoperability. And you could also say operating authorisation/permit.

  -> Thanks Phil

agree  Bokani Hart: Thanks Suzie for going further with the research
3 hrs
  -> Thanks Bokani

agree  Mpoma: Looks good.

Road/Street Use Permit

Explanation:
The term is used in English to refer to the authorisation given to someone to move on a particular street or road by car

disagree  Daryo: by car? is that "a new type of train"?

disagree  Tony M: Not in this instance — and it's a train anyway.

Safety certificate

Explanation:
Same ORR website referenced by Suzie and Bokani, but I believe this is the section that names the actual permit (namely a "safety certificate") required to *let the rolling stock loose on the public (*borrowing from Daryo!), and tantamount to a "homologation."
..............................................................................
"What is safety certification and safety authorisation?
Under ROGS, no one is able to operate vehicles or manage infrastructure on the UK railway unless they have obtained the appropriate **safety certificate** or authorisation.

**Those operating vehicles require a certificate,** and those who operate infrastructure require a safety authorisation. If a train operator also manages infrastructure (or vice versa), they will need both a certificate and an authorisation."
.....................................................................
In light of the above distinction, it seems appropriate that the train car manufacturer would be applying for a "safety certificate" in order to get their cars okayed for use on UK railway tracks.
