Da bist du auf dem falschen Dampfer. Meiner Meinung nach ist das so gemeint. Relance im Sinne von "Balleinwurf" (laut Pons) ;-), sprich, die US-Regierung pumpt Geld in die Wirtschaft, und "budgétaire" im Sinne von "kommt aus dem US-Haushalt".
