neutral  Steffen Walter: Wohl eher (behördliche) Aufsichtsbefugnis oder aufsichtliche Zuständigkeit, da es hier um ein Unternehmen und die entsprechende regionale oder landesweite behördliche Zuständigkeit geht. Die "tutelle administrative" ist bspw. die Verwaltungsaufsicht.

agree  Steffen Walter: @Heike: Klar, aber die dort meist genannte Bedeutung "Vormundschaft" trifft hier m. E. nicht zu, denn es geht um ein Unternehmen und die entsprechende landesweite oder regionale behördliche Aufsichtsbefugnis bzw. aufsichtliche Zuständigkeit.
