Credo che senza un'immagine sia quasi impossibile.
Di fondo, penso che se quel tubolare indicasse davvero la struttura, non avrebbero indicato pietement, bensì structure.

Viene il dubbio che con piètement si indichi genericamente una base/supporto.
In più, di norma la poltrona (nella sua concezione classica) ha i piedi, mentre è la sedia che ha le gambe - la distinzione non è poi così sottile - parlo di gambe quanto la gran parte di quello che c'è al di sotto della seduta sono le gambe, mentre parlo di piedi(ni) quando la struttura intera continua fino quasi a terra, con dei punti d'appoggio corti.
Nel caso di poltrone di design in plastica, molto spesso si parla di poltrone per indicare delle sedie scomodissime, dall'aria molto chic - forse il distinguo può essere dato dalla presenza di braccioli? eppure di con poltrone senza braccioli, e sedie con :-(
Di certo questa roba tocca terra mediante del tubolare cromato - ma sapere di che si tratta con certezza credo sia impossibile - per cui credo che BASE (o forse anche supporto) sia la soluzione meno compromettente, anche se ben poco esplicativa - se poi è strutturale (ovvero tieni insieme la poltrona) o serve solo per alzare la seduta da terra, si vedrà dalle immagini a corredo, penso...
