Ce qu’ils craignait c’était les effets pervers de certains programmes et certaines initiatives mises en place dans les années 60 surtout par l’administration de Lyndon Johnson pour accélérer l’accès des Noirs, ceux qu’on appelle maintenant les Africains-Américains à un niveau d’égalité social comparable à la grande majorité des Américains. Les effets pervers étaient de créer en particulier un état d’esprit d’assisté.
