me encuentro estos dos términos en una misma oración; entiendo que en ambos casos se trata de procedimientos de contratación pública a través de licitación, pero como aparecen contrapuestos, supongo que se me escapa la diferencia; ¿podría alguien indicarme sus equivalentes en español?
