Should I interpret "...que ces projets soient situés..." as "...except when these projects are located..."?

You need to treat the formula as a whole; the use of the subjunctive 'soient' indicates the intended meaning of 'whether'; In 'proper' EN, we too would use the subjunctive "whether they be...", but I doubt that would go down terribly well these days!
