This pertains to "zoning" restrictions for buildings in a Roman vicus. I can't figure out whether the "zum Dritten" is a third point, in the sequence of "einerseits ... andererseits." The usual meaning of "Dritte," which is a "third party," does not seem to apply.

Erkennbar sind einerseits klare Grenzen zwischen öffentlichem und privat genutztem Raum....

Andererseits konnten Regelungen des Zugriffsrechts auf eine bestimmte Parzellengrenze erschlossen werden....

Die Regelmäßigkeit, mit der die Gebäude ... ndividualisierte Portiken besaßen, aber auch die regelmäßige zonale Gliederung der Parzellen, macht **zum Dritten** für viele Siedlungen auch diesbezüglich eine Art Bauordnung wahrscheinlich.

Thanks! This seemed somewhat unlikely to me, since I tend to mentally translate einerseits/andererseits into "on the one hand... on the other hand," and the notion of three hands does not compute!
