Explanation:
Found one reference that matches "Törngetriebe" with "turning gear". This is a drive system that rotates the shaft of the prime mover in order to allow uniform cooldown. It would make sense that the starting system should be locked out ("Startverblockung") and that the engine room be cleared of personnel when running turning gear.
