incorporate Explanation: I don't think there's any special separate meaning of 'vornehmen' here, which is pretty much synonymous with 'berücksichtigen'. If more than one term is also required in English then maybe: '...are taken into account and incorporated in the measurement of inflation' The crucial point that I think your version is missing, however, is the 'aber': "Price changes and adjustments to prices as a result of differences in quality - but in the manner in which they are reported and incorporated in the measurement of inflation, and which may sometimes be linked with substantial inflation-damping effects - are largely left out of account". The structure of the English is too dense, like that of the original, but the point seems to be that these sorts of changes are already (in theory) taken into account in measuring inflation but *the way in which that is done* is defective and so (in practice) the effect of these sorts of changes is not properly reflected in the inflation figures ie inflation is overstated because price increases due to improvements in quality etc and which are therefore not inflationary are not factored out properly. |
