Can anyone suggest a translation for this term, in the following?

Die Bundesnetzagentur hat im Juni ein Konzept zur Prüfung des Vorliegens von Leitungswettbewerb auf der überregionalen Gasfernleitungsebene vorgestellt. ABC hat dazu Ende Juli eine Stellungnahme abgegeben, ein wettbewerbstheoretisches Gutachten vom Institut XYZ eingeholt und fristgerecht zum 30. September 2007 eine aktualisierte, zweite "Wettbewerbsanzeige" gestellt. Sie belegt, dass das überregionale Fernleitungsnetz im bestehenden wirksamen oder potentiellen Wettbewerb steht.

It's the "theoretisches" part that's causing a bit of trouble.

Explanation:
I'd simply drop the "theoretisch" as it does not seem to add any substantial piece of information (so this simply is a "Wettbewerbsgutachten" or "Gutachten zur Wettbewerbssituation"). I consider this expression to be similar to the (in)famous "-technisch" filler so common in German.

"Die bestehende ***Wettbewerbssituation*** im Entsorgungsmarkt wird in dem HWWI-***Gutachten*** als „quasi-monopolistische Marktstruktur“ beschrieben. Die DSD GmbH nehme nach wie vor eine marktbeherrschende Stellung ein. Der Marktanteil weiterer dualer Systeme (über 10 Prozent) und Selbstentsorger (5-6 Prozent) hingegen sei vergleichsmäßig gering. Eine Verabschiedung der Verpackungsverordnung in der vorliegenden Form würde die marktbeherrschende Position des Grüne Punkt-Müllkonzerns DSD zementieren. Die wettbewerbspolitisch bedenkliche Kartellisierung hält nach Kenntnis der HWWI-Autoren an. Als Problemzone gelte vor allen Dingen der Zeichennutzungsvertrag für den Grünen Punkt."
