Context is a quote from Bismarck against the free-trade system, in favor of protection of national industry:

„Wir haben ihn unter Friedrich dem Großen in sehr hohem Maße gehabt, wir haben ihn zur Zeit des alten Zollvereins - der Tradition, auf die man sich so gerne beruft - in dreifach höherem Maße gehabt, und der Versuch, uns davon loszusagen, ist ein ganz neues Experiment, was vor 15 oder 20 Jahren seinen Anfang genommen hat, und was sich nicht bewährt hat, weil es uns nahe an den Hungertod und an die Auszehrung gebracht hat. Alle Nationen, die Schutzzölle haben, befinden sich in einer gewissen Wohlhabenheit, und auch Frankreich, was an dieser angeblich aushungernden Krankheit seit Jahrhunderten und länger, seit Colbert, leidet - wir finden, daß es prosperiert.“

My attempt reduces it to "fatal illness." But is there a way to keep the idea of "starvation" in there?
