Doch leider reden immer diejenigen über diese Geschäfte, die sie niemals ernsthaft wahrgenommen, geschweige denn angeboten bekommen haben
translation:
But unfortunately parties always talk about those business proceedings, which they have never seriously apprehended, much less offered ??

I just don't understand the sentence. I assume diejenigen is referring to people and institutions. I don't understand the following words together:

die sie niemals ernsthaft wahrgenommen - (is there a word missing?)

angeboten bekommen haben (arn't there too many verbs?)

the previous paragraph was this:
Als aber sog. „Private Placement" kann eine Buy/Seil Struktur im Rahmen höchster Kapitalsi¬cherheit und auf seriösester Ebene der agieren¬den Personen, Banken und Institutionen, die heutzutage nicht mehr realisierbaren Projekte fi¬nanzieren.

which they have never really noticed/realized much less been offered.

to answer your questions:
1. diejenige refers to people
2. you could read "wahrgenommen haben" but the "haben" is at the end of the sentence
3. angeboten bekommen haben does not contain an extra verb it just means they have never been offered such (business deals)

ppppp, IMO, I think your translation is quite accurate. the last part : much less have been offered (there aren't too many verbs, it's just the German wy of saying things I gather.
