German term or phrase: Versorgungssicherheit
Taken from a book on happiness research. I know this term can be translated in other contexts as "security of supply". In the first instance I tended to "secure provision". But I am not really satisfied with either here. It all has something to do with public goods in economics but I cannot find out if there is an expression used for this there. I have thought about "Anything whose supply is guaranteed has the character of a public good" for the last sentence.

Many thanks in advance for any suggestions.

Thanks for all the suggestions. I think this fits the bill best due to the context (it is basically about public goods).

I think the Versorgung here refers to health care, not to supply

neutral  philgoddard: This works with the first instance of Versorgungssicherheit, but not the second, which doesn't specifically refer to medical care.

-> If you google it, you will find that non-excludable is an economic term that is used to describe goods and services.

agree  philgoddard: Andrew: Simona's second reference shows that this is not the case.

secure access

Explanation:
I was tempted to go for "secure access and supply" but the concept of non-excludability of a public good shifts the focus towards "access". The concept of secure access can be applied to many goods and services.

"Secure access to health care would benefit workers and employers alike."
"Secure access to energy that is reliable, affordable, socially acceptable and environmentally sound is fundamental to economic growth and sustainable development"

Suggested translation:

"Nobody can be excluded from secure access to medical care... Any form of secure access has the characteristics of a public good."
