It looks to me very much like the translation was done with Trados (or possibly another CAT tool, but I know this happens with Trados) that considered the lone "D" to be the start of a new segment. Thus, the translator "looked ahead" in the text and translated the entire sentence as it was intended (i.e. In doing so, we ... parts of the town, where "..." represents the verb and rest of the sentence that, in German, came after the town name (here "D") and thus in a separate segment), but this leads to a stray leftover German (partial) segment that should have been deleted after the document was cleaned up ... and was simply overlooked.

Explanation:
You've already got "In so doing" (though personally I'd put "in this way"), so I'd run both sentence together and use "thereby" plus a gerund, e.g. "In so doing we can power parts of the town D in an environmentALLY friendly and CO2 neutral way, thereby ensuring [or whatever the verb is]".

Having said that, you should give the whole sentence if you want to be completely sure (and because other answerers have already requested it)
