My oldest dictionary dating from 1909 gives "Forstrat" as commissioner of woods.

Hartig seems to be famous for starting modern forestry and his life history is at the link below, including his later illustrious forestry career - it explains the background to the title, summoned by the King to this position in 1806, basically a head forestry commissioner by royal appointment.

There is no equivalent in the UK or the US as the forestry structure is so different, so one would have to rely on a literal translation such as mine
