Nachdem die Anwendung gentechnisch veränderter Organismen auf europäischer Ebene nicht mehr zu verhindern war, suchte sich diese Kritik eine andere, noch immer ungeschützte Flanke der Technologie: Nicht das „Dass“ der Anwendung, sonders das „Wie“ wurde zum Gegenstand der Auseinandersetzung.

This is how I would phrase this. "Dass" here being more in the meaning of "the reason for". Therefore: The issue then focused not so much on the "why" but rather the "how.
