I'm having trouble with the entire sentence. I understand *bergen* to mean harbor/hide in this case.

The discussion involves the history of Trajan's prohibition of anonymous accusations and its legal precedents. Specifically, that it does not arise from the requirement that there be an accuser in all criminal cases, but instead from a prohibition on manhunts in general.
These are the last two sentences in this section.

Trajan legte auf das Verbot anonymer Anzeigen besonderen Nachdruck, schärfte es allerdings für alle Delikte ein. Unter dem Regime der Anklage durch engagierte Mitbürger **barg die Möglichkeit**, einen Strafprozess ohne Ankläger, der bei Leichtfertigkeit auch zur Verantwortung gezogen werden konnte, mithin durch das Gericht in Gang zu setzen, die Gefahr einer Vermengung der Rolle des Strafrichters mit der des Strafverfolgers.

So far I have only some of the clauses. I'm having a lot of trouble linking them together coherently.
Under the regime of accusation by actively involved citizens, the possibility ??harbors/was hidden?? of thus setting in motion through the court a tiral without an accuser (who could be held responsible for a frivolous lawsuit), the danger of mingling the role of the criminal judge with that of the prosecutor.

Due to grammar, I'm assuming that **die Möglichkeit** has to be the subject; however, that requires a lot of transpositions of other clauses in the sentence. Right now I feel like I'm completely off track.
