Can anyone help with this translation within the following context?:

Der Bürgerstatus erfuhr in den mittelalterlichen freien Städten zumindest eine Erweiterung im Gegensatz zur antiken "polis" insofern, dass auch Handwerker und später auch vormals ***Minderfreie*** miteingeschlossen wurden.

I am understanding from the context of the entire document that this probably refers to a freeman - as opposed to a slave - holding an inferior status, but I cannot seem to find an appropriate English equivalent.
