A- Ausführender

Es wird also unterschieden zwischen Mitarbeitern, die Entscheidungsbefugnisse haben und MA, die nur diese Entscheidungen ausführen. Dabei geht es nicht um ihre Position (also ManagerIn vs. AssistentIn), sondern die Rollen in einem Prozess. Die selbe Person kann in einem Prozess "nur" Ausführender sein, aber in einem anderen Prozess Entscheider sein.

Explanation:
man spricht ja auch von process execution... implementation hat für mich mit Hintergrund Softwarebranche andere Konnotationen und deswegen würde ich executor vorziehen.

wird natürlich auch in anderen Kontexten wie executor of a will verwendet, was für mich ein weitere Pluspunkt für diese Version ist.

Considering Phil's input, maybe there's a way to soften this up a little bit while preserving the contrast between the different skills sets:

neutral  Birgit Gläser: executioner would be overkill in the true meaning of the word... LOL, but I think oder taker is too simplistic, it will not be that the order giver will give exact orders like to a laborer... there is likely some leeway in the execution....

Explanation:
I believe you could substitute "Ausführender" with "Handelnder" = "agent" and in this case I would suggest agent as a nicer solution than "implementer". they both mean the same but I believe agent is the better option here.
