My understanding of it, as in my attempt at the whole sentence:
From an economic point of view it is not exactly intelligent for the state to try to extract taxes from an entrepreneur who has just sunk all of his money into an investment and therefore built up a corresponding level of debt with his bank, simply by virtue of decalring the value of the investment to be a profit

  -> And I just thought of "to wring taxes..." as an alternative. Try and find something better!
