agree  Barbara Schmidt-Runkel: the problem is that the metaphor was used incorrectly in German. It should be "um Kurden etc. die Schuld in die Schiuhe zu schieben" not the deed itself. This mafia group is not doing the blaming but they want to make sure the Kurds get the blame.
