Looking for your help with a suitable translation for "unterlassen" here. The text concerns a contract between SAP and a German university. Here is the sentence in question:

"SAP übernimmt keine Kostentragungspflicht für lösbare Verbindlichkeiten, bei denen es die Universität unterlassen hat, diese unverzüglich zu lösen."
